For organizers of gambling games

1. Connection to an NRA server.

In relation to Art. 6, Para. 1, Item 4 of the Gambling Act, and on the grounds of Art. 21, Para. 1 in conjunction with Art. 7, Art. 11, and Art. 12 of the Ordinance on the order and procedure for registration and identification of the participants, the storage of data on organised online betting on the territory of the Republic of Bulgaria, and the submission of information about gambling games to an NRA server (Ordinance on submission of information) (Adopted by Council of Ministers’ Decree No 50 of 15.02.2021, in force from 21.02.2021, promulgated in SG No. 14 of 17 February 2021), which require the establishment of communication connection of the central computer system (CCS)/the local control server (LCS) of a an organiser of gambling games (OGG) to an NRA server, it is necessary to:

 

1.1. Submit a request for approval of the systems for automated submission of information to an NRA server together with the request for issuance of a license (Art. 20, Para. 1 and Para. 2 of the Ordinance on submission of information).

The organiser of gambling games should submit a written request for approval of the systems for automated submission of information to an NRA’s server to NRA’s Director General; the request shall contain data for identification of the requester as well as contact details. The request under Art. 20, Para. 1 of the Ordinance on submission of information shall be submitted, together with the request for issuance of a license, to the Document Management Unit at NRA’s Headquarters – Sofia 1000, 52 Knyaz Al. Dondukov Blvd., or by electronic means, signed with a qualified electronic signature, to the official e-mail address of the Agency: [email protected] by the representative or by a person authorised by the representative.

The request shall contain complete identification details of the organiser:

  • Name;
  • Identification number (BULSTAT Unified Identification Code, official number from NRA’s register, or another identification number according to the national legislation of a company not registered in the Republic of Bulgaria);
  • VAT number;
  • Country of establishment;
  • Address of the seat;
  • Name of the person authorised to represent the organiser before NRA;
  • Name, email, and telephone of the person who is responsible for the technical aspects of the connection, and who will communicate with NRA’s IT experts.

The request shall be accompanied by documentation proving that the CCS and the LCS comply with the requirements of the Ordinance on submission of information. All documentation shall be provided in Bulgarian language, and in electronic format.

1.2. Submit a request for approval of the systems for automated submission of information to an NRA server regardless of the request for issuance of a license (Art. 22 of the Ordinance on submission of information).

In case of a change in the functionality of the systems for automated submission of information to an NRA server, the organisers of gambling games shall submit a request under Art. 20 of the Ordinance on submission of information, and shall attach to the request the updated documentation of the system, and shall indicate the reasons for the change. The request for approval of the systems in case of a change in the functionality shall be submitted under the order and procedure set out in point 1.1.

 

2. Establishing physical connection to NRA.

Establishing communication connection to NRA through a leased line shall be done after performing actions related to the configuration of the integration interface and the respective settings of the IP address of the computer system/local control server of the organiser by system administrators from NRA’s Headquarters.

For the purposes of transferring data to NRA in test environment, an URL shall be used, which shall be sent to the organiser by an NRA IT expert in the manner described in point 3, after the physical connection has been established immediately before admission to the test environment.

An address (URL) for access to production environment at NRA shall be provided after the person obtains a license.

 

3. Notification of established communication connection and addresses for access to testing and production environments at NRA.

NRA shall provide information by electronic means to the e-mail address of the person that is responsible for the technical aspects of the connection of the organiser’s CCS, as indicated in the request under point 1.

 

4. Real data exchange between the organisers of gambling games and NRA.

After obtaining a license from NRA, a URL shall be used for real data exchange. The URL shall be defined by NRA, and shall be individual for each organiser.

The data exchange shall be carried out online via the RESTful web service. The NRA server shall be accessed from this URL through the established leased line. The data shall be transmitted in a structured format as an XML message.

From NRA’s server to the CCS/LCS of the organiser of gambling games, a message-confirmation for each received XML message as well as the status of the operation shall be returned.

The exchanged data shall be validated against the XSD schema under point 5.

6.1. Questions related to the interpretation and application of the legislation in the field of gambling, opinion or instruction, you can put in writing to the official e-mail address of the NRA [email protected], signed with an electronic signature. You can also send an official inquiry to the NRA in writing on paper, through the offices of the TD / offices of the NRA or through the offices of the ODOP Directorate.
